Here sell a j-link clone then I think is posible to make one.

RUssia does produce MT link full clone of jlink . but it will difficult to get it outside of russia .
Better to stay with original as far as its price is affordable for this kind of things. Guess your time you spent to make a clone will be much expensive than jtag price for sure .

MT-link good work but have some problem. Original device is more easier for use.
