HI-TEC PIC18C + WIN 7 does not work

I changed from a XP to a WIN 7 PC
installed fresh MPLAB + HI-TECH 9.70 for PIC 10/12/16 that is offered as an option on the MPLAB installation.
During the installation, I let installer to modify the PATH.
Additionally I installed HCPIC18-pro-9.64.5502, also updating the PATH.
For testing porpoises (because the hi-tech is not working) I also installed the MCC18 trial downloaded from microchip site.
As a result I have MPLAB working 100% with MCC18, compiling, simulating, etc, but when I try to use any HI-TECH compiler, no luck
main symptoms ( when using the “Project wizard” to generate a new project using hi-tech ) are:
1>on step two “select a language toolsuite” the HI_TECH Tool suite does not appear.
If “show all installed toolsuites” is selected, it shows as “active toolsuite” the HI_TECH universal tool suite, but if I use browse to select the “C:\Program Files\HI-TECH Software\PICC\9.70\bin\picc.exe, the “store tool location in project” CAN NOT BE SELECTED, IS gray.
2>After finishing to define the new project with the wizard (including a main.c as a source file), if we go to project-->build options-->project I noticed following
a> the main.c included as source program do not appear on the little window, only “project” appears as an option
b> selecting the project option, if we go to the “diver” tab, the drivers list is totally empty, as if no hi-tech suite were installed.
I don't think is an installation problem.
Of course I removed and installed all over again at lest once to verify if any installation problem did occur
