In web it is easy to find software that convert 24 bit bitmap to 16 bit  RGB in c header , but it is no a easy matter convert to 18 bit RGB , any comments are welcome !

I dont know about any software but I think it can be done in Visual C#.net. Because i have made this type of conversion some time ago. It was different then your specs. but it can be done.
C# has class to deal with bitmaps. Each pixle can be processed seperatly. Googling may give you more help about this.
