as a good start to this, is to read all the applications notes from microchip
I think that you have not any keeloq encoder/decoder so you want to build one.
You need to know the keeloq encryption and decryption algorithms
in the microchip application notes you find a ready program in C/asm (both using) (decryption only)
but you need to make the encryption algorithm after a deep understanding of the decryption one
and if you have no idea in assembly/C programming let your friends to help you
look in the attachment an illustation of keeloq decryption algo
