If the MCLR is internally tied to Vdd by changing CONFIG1 bit 5 ( MCLRE) , then is there still a need to pull up the MCLR to 5v ?

Hi,

Since the pin is input only either MCLRE or port pin, you should use a pullup
if the pin is driven by an open-collector type output, for pushpull type output
there is no need to use a pullup.

Hi picstart, if you configure the MCLR to be used as an input pin instead of a reset pin, you can left it unconnected.

never leave pins floating,always change to input tied to ground or +5
