do you really mean RS232 which is a standard for the voltage levels ( which is roughly +-12V, or UART voltage levels such as 3.3V or 5V

Zener diodes and MOVs are used to protect circuit from over voltages. these are selected according to specified voltages,

Many RS232 transceivers include transient suppression, see http://www.maximintegrated.com/en/products/interface/transceivers/rs-232-transceivers/esd-protected-rs-232.html, for additional protection you can add an external TVS, start here http://www.vishay.com/diodes/protection-tvs-esd/trans-zorb/ .

I would suggest buying a part with built in protection.  There isn't much point in adding external components when they are available built in.
