Hi

The max 232 it is not a PLL the only use it is to reverse the signal and change the level form 12 to 5V,if you programing then you can use resistor and a different command and thats it.

The PIC16F84A don't have hardware port.

phase locked loop (PLL) is used to lock the VCO (voltage controlled oscillator) to generate frequency of RF signal from some clock reference.  It can be used to synthesis multiple/step frequency locked  to clock reference.

Are there any lower RF frequency Synthesizers or PLL ICs available maybe in the range of 5Mhz to 500mhz that can be controlled by a PIC? Does not have to be by National Semiconductor.
