Hi friends,

Is there any utility for winxp which can be use to power down the usb hard drive?
I am having an IDE hard drive connected to USB port using an IDE to USB cable.

yes it's a bit like when you plug in a usb pen, you have the option to stop it, before unpluging, to save losing data.

I think what you're suggesting pickit2 is unpossible due to the IDE to USB adapter.  It's not a USB driven device where he can "safely remove"
