MC34063A has an input of 3-40V DC. It cannot be directly used Off-Line.

Check out their "Design Ideas" for the Link-Switch and Tiny-Switch products.  You can make an off-line switcher with very low part count using these two switches and their Design Ideas provide schematics that you can tweak to your exact specs.

For simple off-line, low-wattage switchers, I love Power Integrators products.

Almost ALL mobile phones charger are outputting 5Vdc.
Any device outputting 5Vdc at 300 to 600 mA or more can be used to charge ANY modern mobile phone.
You do not need specific brand type or schematic of charger.
You can even use your computer's USB port to output the charge.

MC34063A is a very common device used in DC-DC conversion from vehicle's cigarette lighter output of 12V to mobile phone charging input 5V.
You can use any AC-DC converter that output between 7 to 40V DC to feed MC64063A.

If you don't understand my explanations above, my advice is to just buy a new charger.
It would be cheaper, less hassle and a hell lot less dangerous to you than making or repairing your charger.
Especially if it is mains powered.

You can use TOPSwitch from Power Integrations company of USA. These are very reliable. They have been tested by me. Go over to:

There you will find the datasheet, application notes, design ideas and design references needed to build a complete power supply incorporating these TOP Switches.
An alternative to TOPSwitch is the LNK Switch or TNY switch, these also from Power Integrations or the VIPER series from ST Microelectronics. For offline purposes, these are cost effective, efficient and reliable. I am using the TOPSwitch and LNKSwitch for my personal use, while I have heard that the VIPER series and TNY switches also perform great.

yes.. power Integration is very good and they also provide a software for easy development of supplies/charger. Just select the switches, transformer by clicking and the tool will give you complete schematic with all components required with values... This is amazing...
