What do you mean pulse multiplier. Perhaps each input pulse to generate a number of output pulses or anything else. Could you add more explanation and what it will be used. With the numbers that you wrote it seems to me it was a memory.

Phase Locked Loop perhaps? Routinely done for RF circuits.
What frequency are these pulses arriving at?

If the input frequency is not too high, not in MHz range, then you can use a microcontroller to do that.
1. Measure the periode T between two input pulse. 2. Output n number of pulses with T/n periode. (n = 64 for your case). 3. Back to 1
This approach will lag 1 pulse stream, but with PLL there will be more pulse lag before the system locked.

There are two methods to achieve multiplier circuit:
1- Get the pulses using MCU counter pin and multiply the count number by 64. 2- Use multiplier IC like: AD534, AD632, etc…
By the way, are you looking for analog or digital multiplier?

as oldvan said,it is called as phase locked loop http://www.national.com/ds/LM/LM565.pdfas far as i know it is the only thing that can have output freq in multiple of input.only thing you may be concern about pll response time and have to tune it according.
