from the datasheets i've seen yes their the same unless it's a standard oscillator in which case pin 1  is N/C THE ONE YOU HAVE IS PROGRAMMABLE

Are you sure? I couldn't find any datasheet for ACT1050.

No not totally sure just a guess but Actel just seems to make high end parts PLUS YOUR PICTURE SHOW'S IT AS PROGRAMMABLE
