1. Click on user's name (ex. Rego)
2. Click on "Send this member a personal message"
3. White your message
4. Click on send message button.

Alternative
1. Click on "My messages" button (on the top of forum page)
2. Click "New Message"
3. Click "Find Members"
4. Find the member you want
5. White your message
6. Click on "Send message" button

Yes, you have right. The reason for this, is that you are inactive user.
You must have 7 posts minimum, to be an active member.
