Hi,

Can anyone identify the component? Local vendor is saying that this is TL431. But I can't find any reference to it so far.

Question what is the history?
part taken of a pcb?
or what?
Marking don't look like a Texas TLxxx  device would expect image to be sharper.

Its from a cut-reel of 2000, but Unfortunately no original manufacturer labels. Vendor says its Lite-On Semiconductor which is actually Diodes Inc. But again TL431s from Diodes Inc has different markings.
I tried ST, NXP, Texas, On Semi, but no luck.

what does a diode reading on your meter say?
would tell you if diode or transistor.

Best investment I made last year was this from E-Bay
search  lcr-tc1 transistor tester

I read the markings as OCA 6A. Could not find anything related to TL431. As you said if you test it and it works as Tl431 it should be OK.
Edit. The Markings could be off. Because if you place a large enough order. You can have your own codes printed on the components. Very often surplus from such a batch find their way into the more open marked via many different channels
