Hmm.....This sound like a educational project. I doubt someone will just give you a ready made project. Show us what you have done so far. And tell us why and how you struggle. That may help you more

"but I have some problem"

Step 1 to problem solving: STATE THE PROBLEM

That was a bit funny. I have just finished a small board for that purpose with similar requirements. Generating the gerbers for it right now Cheesy

However, this board is intended for commercial/industrial use. Favor for a friend. Keeps me busy Cheesy

No microcontroller used here. There is a lot of app notes out there. Led's are "hot" these days. Get busy with google or visit some of the ic manufacturers for hints. And as 'solutions' wrote; what's the problem?

There is a lot of good stuff out there, no need for a micro in many cases:

https://www.diodes.com/products/power-management/led-drivers/off-line-led-drivers/part/AL1663R#tab-details
https://www.fairchildsemi.com/application-notes/AN/AN-FEBFL7733A_L53U021A.pdf

and this one is >3% THD
http://www.onsemi.com/PowerSolutions/evalBoard.do?id=NCL30088LED1GEVB

But I agree, you sound like a student, so the above won't help you complete a class project but might help you solve a real world problem.
