Hi guys, I just bought the Trimble version of this from ebay / China. There are three LEDs on the front, a red WARN one and red and green labelled ACT.

On turning on the green ACT LED comes on constantly, after a while it blinks slowly, and after a while longer it begins to blink quickly. Eight hours later, I still just have one green blinking LED.

Is it faulty? How do you know when it's locked?

Hi ehnonymouse,
To work correctly, GPSDO need an external antenna to receive GPS signals from satellites, this antenna need receive generally minimum 3 Satellites to have enough data to lock the PLL that give you the 10MHz at output.
