You can buy commercial 12V to 115V/230V converters. They are often called inverters. They will deliver the correct voltage for your notebook power supply. Also, you can use it for other things too - depending on why/what/where you want to recharge your notebook.
I'm sorry, I don't have a schematic for a DC voltage converter.

Hi Get from Internet LT1071 datasheet and make it. I was make and it work 100% good.
I was get idea from one fabric supply 12 to 16V for toshiba laptop what i was service. Simple I was clone it and after that I was download datasheet and from that moment I only use it for connverters DC to DC. You will have 3 amp without external power transistor !

you can find it 12V input , with universal voltage out and universal connector at less than 2,00 € on ebay (search for "notebook car adapter")

Try this circuit. Play with duty to get 16v under load. You may add load resistor to avoid open circuit voltage jump.
