Granted, the discharge was only 70 - 120ns wide and at ~ 3 kA, its not hard to make an EMP

Depends what you want to do with it. A focused microwave beam doesn't need 1.8GW. A microwave oven is a bit over a kilowatt and sparks fly in it - I'm guessing the same beam cross section (say 30cm) at a kW (or a few) should be peachy.
I think you could hack one out of microwave oven, or two, or three. and satellite dish parts for less than $1000

It was/is a mini EMP that was being imported for chump change from a few lucrative Asian electronics sites... I tracked the device down when the initial news broke (on news agency had a screen shot that although edited out still contained enough for me to track it down) but that was months ago now... It's really a crude exploit as it's far from reliable pretty much a hit and miss and get lucky exploit...

Perhaps they use some kind of small pulse forming network or even just generator of strong transients. My guess is that a wideband signal could be generated with sudden capacitive discharge or something similar. Take a look at this powerful wideband generator that was historically used for medical purposes. http://youtu.be/BkpryjXYtZg The device seems to use a series of split ring resonators as active/passive radiating elements and the action appears to be primarily capacitive in nature but perhaps the same general idea could be used to generate. Let's say some kind of SMPS is used to charge capacitor to as high voltage as possible and then everything gets dumped into a very low inductance primary. Secondary would then generate sudden EM field transient. At least some of that will be radiated into its surroundings. Its just an idea but perhaps some of it could be used. IIRC I saw that there were some IEEE papers available on the small pulse forming networks but I never investigated it.
