Magazine cover page effect

It's really easy - I've done it for reports using Paint Shop Pro. You could also use Photoshop, but there is a much steeper learning curve.

You can create a background (say, a circuit board) then create "layers" above it. There is a specific command to do this. Maybe you'll have 10 or 15 objects on your cover and you can put each on a layer. That way, you can switch layers and move your objects around like you wish. When you are satisfied with the results, you can merge the layers into one JPG or TIFF or whatever format you want.

I should point out you need to create the page first. Specify dimensions at 200 pixels per inch. With a little practice you can have it printed at Office Depot and it will look like a professional magazine. They also can print matte (flat) or glossy. I've used Paint Shop Pro 9 and got fantastic results. As Pickit2 pointed out, Adobe has many software packages made just to do this. It just takes practice. Hope I've answered your question.

Actually, may be there is missunderstanding. I want to create this icon like picture
from a flat jpeg picture file to use in a web page.

If my suggestion of using some braincell to think offends you then I cant help further.

Otoh if you really with to try, you only need a photoshop feature called "Skew"

Sorry, I misunderstood. I thought you were actually trying to create a cover for a hobbyist magazine.
There is also a "Warp Filter" in the "3d effects" panel of Paint Shop Pro. It will overlay a wireframe and allow you to
"pick up" the picture to warp it. Then add lighting.
